This book, the first devoted entirely to Soviet steel, subjects this crucial sector of the nation's economy to meticulous scrutiny and analysis.Boris Rumer highlights the contradictions and imbalances underlying the contemporary crisis in the Soviet economy to examine its weaknesses and to identify the difficult problems that policymakers face. Drawing on a broad base of technical, economic, and statistical data, Rumer appraises the challenges-constant metal shortages, inadequate utilization of productive capacity, an uneasy relationship between metallurgy and the construction of machinery, and the invention and introduction of new technologies. Using iron ore production as an example, he discusses the extractive spheres of the economy as well as the causes and consequences of the traditional Soviet search for self-sufficiency in raw materials.
