Although robust, legally binding treaties remain the optimal form of arms control, the United States should prepare to press ahead with various forms of nuclear risk reduction and confidence-building measures. American objectives should guide a pragmatic and creative approach to reciprocal restraints rather than allowing legacy forms of arms control agreements to dictate their contemporary function.
