One question asked is "Are libraries forced to redistribute revenue tomaintain staffing levels?" If libraries do redistribute revenue, are there elements oflibrary budgets that are inherently "protected"? And, what is the impact of retirementson staffing?To answer these questions the author investigated four components of libraryoperations
