Competitive, well-regulated private investment remains the key to meeting the growing demand for ICI -- 6. Going forward, there are considerable investment needs for ICI in developing countries -- 7. The first question is how to attract the private financing to meet those needs -- 8. Even with greater private involvement, gaps will remain -- 9. Some investment gaps can be filled with pro-investment policy and regulation -- 10. Some gaps can be covered by leveraging the government's role as consumer and utility operator -- 11.
