|a In 2000, in the context of criticisms levelled at the negative social consequences of globalization, a call was made to establish a social floor under the global economy. The book tells the story of how that call became translated into practice in terms both of the ILO's decision in 2012 to create a new global standard that all governments should adopt: a social protection floor, and in terms of it becoming an idea adopted by the wider UN system and by global civil society campaign groups.
