Legal historian Melvin Urofsky shows that the early effort to distinguish between donated money as opposed to money spent by candidates made little sense. For all the uproar about Citizens United, the decision made good legal sense, but now it is up to Congress to enact campaign finance regulation that meets the Court's criteria"--
