Großbritannien war, neben Russland, der eigentliche Gewinner, und es wirkt aus heutiger Sicht erstaunlich, dass der Kongress in der britischen Gedenkkultur einen nur nachgeordneten Rang einnimmt. In diesem Band kommen Inhalte, Zielsetzungen und Interessenverflechtungen ebenso zur Sprache wie völkerrechtliche und militärpolitische Aspekte.
