Das 1871 gegründete Deutsche Reich, so sein Befund, war stark und schwach zugleich. Es war zu stark für das Gleichgewicht der Kräfte in Europa - und zu schwach, um dieses Europa von seiner deutschen Mitte aus dominieren zu können. Der dennoch immer wieder unternommene Versuch, dieser halbhegemonialen Stellung.
