|a Modern cruise ships, laden with passengers and booty and virtually undefended, make tempting prizes for pirates and terrorists and are easy marks for criminals and sexual predators. The taking of a cruise ship by pirates or terrorists, or an ad hoc combination of the two, has the potential for a titanic catastrophe on the scale of 9/11. The scourges of piracy and terrorism, both financed by international criminal groups, are increasingly intertwined: piracy on the high seas is becoming a key tactic of terrorist groups, while many of today's pirates are maritime terrorists with an ideological bent and a broad political agenda. Yet, the cruise industry's security programs to protect their passengers at sea and in port are pitifully inadequate to meet the rising threats.
