Lynn distinguishes between the paralyzing effect of fear and the potentially dangerous and chaotic effects of moral outrage and righteous retaliation guiding counterterrorism efforts. In this accessible and comprehensive text, Lynn traces the evolution of terrorism over time, exposing its constants and contrasts.
