Sie erschafft aber kein geschlossenes, kohärentes System. Albrecht Horn stellt hier die einzelnen Elemente dieser Ordnung vor: den UN-Pakt über wirtschaftliche, soziale und kulturelle Rechte, die Konventionen der Internationalen Arbeitsorganisation, die Konzepte zur sozialen Unternehmensverantwortung, die Normen des UN Global Compact und die UN-Konvention gegen Korruption. Im Mittelpunkt stehen dabei stets die Menschenrechte und ihre Sicherung, auch durch die Festlegung weiterer globaler Normen und die Umsetzung des existierenden Regelsystems in den nationalen sozialrechtlichen Ordnungen.
