520 8 |a Annotation  |b This volume is the result of analysis done by the National Research Council Panel on Data and Methods for Measuring the Effects of Changes in Social Welfare Programs, which consists of scholars and professionals in economics, social work, and other related fields, to determine whether or not welfare reform has worked. The panel looked specifically at research already done and determined that the studies have done a fair job of monitoring the progress of low-income populations, but that the evaluative studies have been unable to address many of the important questions regarding welfare reform and its effects. The panel was also concerned that there is no overarching agenda for evaluating policy changes, and therefore discerned several important questions for future research. Annotation c.
