It proposes that failure to consider the sanctioning process as a whole has resulted in some of the most damaging faults of our legal system, and that when sanctions are examined as a whole the result is to strengthen the factors that tend to bring sanction law into more consistent and effective harmony with the goals of the American system of public order. |
